What is Benazir Income Support Programmme (BISP) ?
The Benazir Income Support Programme (BISP) is Pakistan’s largest social safety net, launched in July 2008 to protect vulnerable households from skyrocketing inflation and economic instability. Named in honor of the former Prime Minister Benazir Bhutto, the federal initiative primarily targets poverty alleviation through an objective, data-driven poverty scorecard system.
A defining feature of BISP is its focus on women's empowerment. By routing unconditional quarterly cash transfers—such as the core Benazir Kafaalat program—directly to the female heads of eligible households, it fosters financial inclusion and strengthens their decision-making power.
Over the years, the program has evolved far beyond basic cash distribution. It now incorporates conditional cash transfers aimed at human capital development, including Benazir Taleemi Wazaif for primary and secondary school enrollment, and the Benazir Nashonuma program to combat maternal and child malnutrition.
Supported by biometric verification to ensure transparency and reduce fraud, BISP currently reaches approximately 10 million families nationwide. As a cornerstone of Pakistan's social protection framework, it remains a vital lifeline for millions, balancing immediate financial survival with long-term human development.
Overview:
The Government of Islamic Republic of Pakistan has received a loan (No. 3837-PK) from the Asian Development Bank (ADB) for Social Protection Development Project (Additional Financing). BISP intends to apply part of the proceeds of this loan to payments for Consulting Services for Hiring of Individual Consultant for "Procurement Wing" of BISP.
BISP now seeks Expression of Interest (EOI) from qualified and experienced national individuals, duly authorized to work in the country. Interested individuals are required to demonstrate/provide CVs and requisite information to prove their qualification/eligibility to perform the assignment.
Eligibility Criteria:
The Benazir Income Support Programmme (BISP) has announced one vacant position for Procurement Specialist. Here is its full eligibility criteria:
- Have a Master degree/Post graduate qualification (having at least 16 years of education) in a major relevant discipline (e.g., procurement, law, business administration, supply chain management, economics, engineering/IT or any other related field from a reputable local or foreign institution.
- A diploma/degree in the field of procurement management from reputable local or foreign institution shall be preferred.
- Having a minimum of total experience of fifteen (15) years post desired qualification and ten (10) years of experience in procurement practices, with background of procurement of consulting services and goods.
- Having a minimum verifiable experience of three (3) years as a Procurement Specialist/Expert/Manager or equivalent in a government organization/entity or donor agencies/development banks etc.
- Excellent knowledge of relevant rules and legislation of PPRA, international financial institutions and donor agencies.
- Sound knowledge of ADB/WB Procurement/CMS and STEP activities Guidelines, Policy and Regulations, as well as related instructions, procedures and reporting requirements.
- Proven ability to work in a collaborative, team environment.
- Should have excellent command on MS office suite.
- Familiarity with Government structures, operations, and procedures.
- Should have hands-on experience and expertise on E-Procurement - e-
- PADS, STEP and electronic domain for procurements.
